  • Previous Administrative Law Judge with the City and County of San Francisco and Hearing Officer with the City of Oakland.   Presently an independent Administrative Hearing Officer for the County of Sonoma, California.
  • Planned, organized, conducted and issued written decisions on hundreds of public arbitration hearings.  Extensive experience in administrative law and procedure.
  • Created and administered 2001 standards of administrative review in administrative hearings for the City of Oakland.
  • Facilitator at City-sponsored community public comment meetings.
  • Has been active in mediation for numerous years.
1989 - present
All told, she has been an attorney since 1989, (including time spent as an administrative law judge and Administrative Hearing Officer), most of that time as a civil litigator.  Beginning as an associate with an insurance defense law firm (Bledsoe, Cathcart et al.,), moving on to an AV-rated real estate litigation firm emphazing real property and landlord-tenant law (Law Offices of Wiegel & Fried) to her own law offices in Oakland and San Francisco handling various types of civil law practice issues and most recently with the State of California as a Senior Staff counsel dealing with insurance regulation.
  • Real property litigation: Purchaser and seller disputes, seller and broker misrepresentation and non-disclosure, listing agreement disputes, broker liability, boundary disputes, co-ownership agreements and partition actions, easements and prescription, injunctions, forbearance agreements and receivership matters in earth movement cases.
  • Landlord-tenant litigation: residential and commercial unlawful detainer actions, commercial tort cases, wrongful eviction defense.
  • Commercial lease negotiation: commercial office building lease review and lease negotiation for multi-national corporate biotechnology client.

  • Calculated potential hydrocarbon volumes in multi-million dollar lease sale prospects.
  • Validated ORACLE relational database of 2000+ North Alaska wells. Primary liaison between exploration geologists and computer science professionals. Scout Investigator of competitor activities.
  • Electric well log interpretation.
  • 1988 Juris Doctorate from Golden Gate University School of Law; Public Interest Law Scholar.
  • 1981 B.S. degree from the University of California, Davis in Geology, geomorphology and engineering geology emphases.

Member of the State Bar of California. and the AIDS Legal Referral Panel member since 1991. Alameda County Bar Association-sponsored MCLE Provider,  “Elimination of Bias”, with Hon.
